State Area Command (STARC)
The mission of Headquarters STARC is the planning for and employing of SC National
Guard units for state duty, conducting state civil disturbance operations and preparing
for the mobilization of National Guard units. Under command of the Adjutant General
of South Carolina, STARC develops and executes the plans, policies and programs
for National Guard units of the state; provides for the operational deployment of
active and reserve components assisting state authorities during the aftermath of
a civil defense emergency; trains selected individuals for commissioned service
in the National Guard and provides necessary command, control and supervision to
accomplish its mission. STARC also develops and coordinates operations, readiness,
training plans and directives, communicates with and establishes liaisons between
various headquarters and provide operational and mobilization readiness for the
South Carolina military forces.
