LTC Gary Anderson
Is responsible for labor contract negotiations and administration covering both
Army and Air National Guard employees located throughout the state. Serves as the
State's chief negotiator. Assists managers and supervisors in informally resolving
disputes with union officials concerning the interpretation and/or application of
the Partnership Agreement. Assist the Federal Labor Relations Authority in arranging
for and conducting union certification elections.
Trains supervisors in the provisions of the negotiated Partnership Agreement. Develops
and represents the State's position in administrative proceedings such as unfair
labor practice charges, grievance proceedings, impasse and arbitration. Serves as
principal contact for union representatives, NGB, and management on labor relations
problems.
Conducts investigations, manages disciplinary and adverse action program. Provides
guidance for supervisors and technicians concerning required actions, rights and
responsibilities; serves as technical representative for management during administrative
hearings. Serves as funds manager for technician travel account. Develops and submits
annual technician travel budget and serves as the level 5 approving authority for
technician travel account.
